POLITEKNIK ELBAJO COMMODUS GELAR FGD PERUMUSAN AKSELERATOR DAERAH DAN PETA JALAN KEMITRAAN PENTAHELIX MANGGARAI BARAT || ELBAJO COMMODUS POLYTECHNIC HOSTS A FOCUS GROUP DISCUSSION ON FORMULATING A REGIONAL ACCELERATOR AND A ROADMAP FOR THE PENTAHELIX PARTNERSHIP IN WEST MANGGARAI

Labuan Bajo, 23 November 2021_Focus Group Discussion (FGD) terakhir dalam rangkaian Program Menara Vokasi Labuan Bajo 2021 telah sukses dilaksanakan pada Selasa, 23 November 2021 di Hotel La Prima Labuan Bajo. Menghadirkan Wakil Ketua DPRD Manggarai Barat, Bapak Marselinus Jeramun dan Kepala Dinas Tenaga Kerja dan Transmigrasi Ibu Theresia P. Asmon sebagai narasumber di sesi pertama, diskusi berjalan lancar dan melahirkan beberapa rumusan dari masing-masing perwakilan pentahelix. Sesi ini membahas “Perumusan Regulasi Spesifik dan Peta Jalan Ketenagakerjaan”. || Labuan Bajo, November 23, 2021—The final Focus Group Discussion (FGD) in the series of the 2021 Labuan Bajo Vocational Tower Program was successfully held on Tuesday, November 23, 2021, at the La Prima Hotel in Labuan Bajo. Featuring the Vice Chair of the West Manggarai Regional People’s Representative Council, Mr. Marselinus Jeramun, and the Head of the Manpower and Transmigration Office, Ms. Theresia P. Asmon, as speakers in the first session, the discussion proceeded smoothly and resulted in several recommendations from each pentahelix representative. This session addressed “Formulation of Specific Regulations and a Roadmap for Employment.”

Sebagai pemantik diskusi, Bapak Marselinus Jeramun menyampaikan beberapa kondisi di daerah Manggarai Barat seputar ketenagakerjaan, di antaranya adalah seputar upah, jam kerja, serta mekanisme perekrutan tenaga kerja daerah. Beliau juga sangat mengapresiasi kehadiran Politeknik eLBajo Commodus di Manggarai Barat yang telah menginisiasi kegiatan diskusi dimana perwakilan pentahelix turut mendorong lahirnya Perda Ketenagakerjaan Kabupaten Manggarai Barat. || To kick off the discussion, Mr. Marselinus Jeramun highlighted several labor-related issues in the West Manggarai region, including wages, working hours, and the recruitment mechanisms for local workers. He also expressed his deep appreciation for the presence of the eLBajo Commodus Polytechnic in West Manggarai, which initiated the discussion where representatives from the pentahelix partnership helped drive the enactment of the West Manggarai Regency Labor Regulation.

Masih di sesi pertama, Ibu Theresia P. Asmon memaparkan kebijakan seputar ketenagakerjaan di Kabupaten Manggarai Barat. Beliau mengungkapkan beberapa data dari hasil laporan BPS yang dirilis awal tahun 2021. Berdasarkan hasil Sakernas, Angkatan Kerja Manggarai Barat Tahun 2020 sebanyak 124.105 orang dengan tingkat partisipasi angkatan kerja sebesar 78,52%. Beliau juga menyampaikan tiga rencana program pembangunan daerah yang meliputi: Program pelatihan kerja dan produktivitas tenaga kerja; Program penempatan tenaga kerja; dan Program hubungan industrial. || Still in the first session, Ms. Theresia P. Asmon presented policies related to employment in West Manggarai Regency. She shared several data points from a Central Statistics Agency (BPS) report released in early 2021. According to the National Labor Force Survey (Sakernas), the labor force in West Manggarai in 2020 totaled 124,105 people, with a labor force participation rate of 78.52%. She also outlined three regional development programs, which include: a job training and workforce productivity program; a job placement program; and an industrial relations program.

FGD dilanjutkan pada sesi 2 secara hybrid yang membahas “Pembentukan Peta Jalan Komite Vokasi Daerah” dan menghadirkan tiga narasumber yaitu Direktur Perumda Bidadari Bapak Werry Tan, perwakilan Kadin Manggarai Barat Bapak Servasius Irwan Budi Setiawan, serta secara daring dengan perwakilan dari Tim Menara Vokasi Mitrasdudi Kemendikbudristek Bapak Hedy R. Agah. || The FGD continued in Session 2, held in a hybrid format, which discussed “Developing a Roadmap for the Regional Vocational Committee” and featured three speakers: Mr. Werry Tan, Director of Perumda Bidadari; Mr. Servasius Irwan Budi Setiawan, a representative of the West Manggarai Chamber of Commerce and Industry (Kadin); and Mr. Hedy R. Agah, a representative of the Mitrasdudi Vocational Tower Team at the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), who participated online.

Bapak Hedy R. Agah menyampaikan kembali landasan Program Menara Vokasi dalam rangka mendorong terbentuknya suatu peta jalan kemitraan antar unsur pentahelix yang sudah terlibat sejak awal penyelenggaraan Menara Vokasi Labuan Bajo tahun 2021. || Mr. Hedy R. Agah reiterated the principles of the Menara Vokasi Program in order to promote the development of a roadmap for partnerships among the pentahelix stakeholders who have been involved since the inception of the Menara Vokasi Labuan Bajo program in 2021.

Bapak Werry Tan menyampaikan soal “road map”, pentingnya skema kemitraan antar unsur Pentahelix yang ada di Manggarai Barat, dimana perumda Bidadari sebagai aggregator online yang akan menjalankan fungsi pemasaran online. “Collaborate to Cut the Barriers” menjadi tagline yang diangkat oleh Perumda Bidadari yang sejalan dengan semangat Program Menara Vokasi dalam pembentukan komite vokasi daerah. || Mr. Werry Tan discussed the “road map” and the importance of a partnership framework among the Pentahelix stakeholders in West Manggarai, with Perumda Bidadari serving as the online aggregator responsible for online marketing. “Collaborate to Cut the Barriers” is the tagline adopted by Perumda Bidadari, which aligns with the spirit of the Menara Vokasi Program in establishing regional vocational committees.

Pemantik diskusi dilanjutkan oleh Bapak Servasius Irwan Budi Setiawan, Anggota Bidang Pariwisata Kadin Manggarai Barat. Beliau menyampaikan peran Kadin sebagai mitra strategis dalam pola kemitraan unsur pentahelix, dan menyampaikan penting untuk dipahami bahwa pihak industri adalah end user sehingga satuan pendidikan vokasi perlu untuk terus berkolaborasi dengan dunia usaha dan dunia industri. Dan kerjasama yang dibangun sangat perlu untuk dipayungi oleh pemerintah daerah dan dinas-dinas di bawahnya. || The discussion was then led by Mr. Servasius Irwan Budi Setiawan, a member of the Tourism Division of the West Manggarai Chamber of Commerce and Industry (Kadin). He highlighted the Chamber of Commerce’s role as a strategic partner within the pentahelix partnership framework and emphasized the importance of recognizing that the industry is the end user, meaning vocational education institutions must continue to collaborate with the business and industrial sectors. Furthermore, he stressed that such collaborations must be supported by the local government and its relevant agencies.

Keseluruhan rangkaian FGD ditutup dengan diskusi terbuka pembentukan Komite Menara Vokasi Labuan Bajo dan usulan-usulan struktur organisasi yang mewakili unsur Penta Helix di Manggarai Barat. Hal ini penting untuk menjadi tindak lanjut dari keseluruhan rangkaian FGD Menara Vokasi, untuk kemudian bekerja bersama-sama demi peningkatan ekonomi dan kemajuan Manggarai Barat. || The entire series of FGDs concluded with an open discussion on the formation of the Labuan Bajo Vocational Tower Committee and proposals for an organizational structure representing the Penta Helix elements in West Manggarai. This is an important follow-up to the entire series of Vocational Tower FGDs, so that we can work together to boost the economy and advance West Manggarai.
